Description
The amount of official development assistance (ODA) as a share of gross national income (GNI). It includes grants, "soft" loans (where the grant element is at least 25% of the total) and the provision of technical assistance, and excludes grants and loans for military purposes. There is a break in the series because from 2018, the ODA grant-equivalent methodology is used whereby only the “grant portion” of the loan, i.e. the amount “given” by lending below market rates, counts as ODA.
